ELECTIONS 2001!!!

Update (April 11, 2001):

The negotiations continue to establish an onlive live debate between the two candidates for President Admiral. In an unrelated event, Citizens should expect several Initiatives asking them to specifically decide on how to treat Yahoo.com's recent decision to open its own online porno store. While the Community Webmaster for The Portal has determined that links that go directly to Yahoo.com will now be treated as porno links (and not allowed under the TOS), there remains the grey area problem of how to treat GeoCities links and Webring.org links. Both of these are 100% owned by Yahoo. These Initiatives will be part of Election 2001 should a Captains Council decide to ask all Citizens to help in making this decision.

Update (March 21, 2001):

The active polling has finished today. It was originally scheduled to end March 20, 2001 but local electric emergencies in California made this impossible. The 60-day campaign period has been affirmed at the Captains Poll. The Large Charter was lightly amended by another Captains Poll to now allow for no specific number of candidates. It had previously stated that a minimum of two candidates were needed. This means that uncontested elections with a single candidate will be possible in the future and avoid the democratic gridlock created during the current nomination period.

Update (March 13, 2001):

With active polling still continuing among the Administrators, Captains and Cadets, it has been decided to hold the nomination period open for an undecided period. Current polling, which will become part of the Large Charter, concerns whether or not the nomination period must be held open until at least three candidates declare. There is also a poll declaring that the nomination period is ended effective March 20, 2001 with Elections to take place beginning April 20, 2001. Both polls are currently not passing with about 30% of all potential voters having been polled. To become part of the Large Charter, this type of poll requires an 80% majority. Should both polls fail to pass, Elections will be scheduled to commence May 20, 2001 and continue through approximately May 25, 2001 with the Office of President Admiral declared shortly thereafter.

Update (March 6, 2001):

In a surprise turn of events, only one candidate has declared: Senior Captain Lord Kindred. As Kindred is an administrator, all involved felt that it would be best for the normal campaign to continue with full elections at the end, rather than to simply declare him the unchallenged winner. Citizens will be offered the choice of voting for Kindred or of declaring a "null election" and asking the Captains to elect a President Admiral from their ranks. Kindred's Election site

is being constructed and will be uploaded soon. Adbanners will shortly begin circulating throughout The Portal alerting Citizens to Kindred's candidacy AND that they may vote "null election" as one of their basic rights.

Update (January 30, 2001):

The nomination deadline has been extended to the end of February 2001 or until a minimum of two candidates are declared. A debate amongst the Captains, Cadets and Administrators on this is scheduled. Special Election 2001 Forums will be unveiled this week at The Forums. They will feature multiple threads by the Captains, Cadets, Administrators, Nominees and Citizens.

Original Story (January 1, 2001):

In the tradition of our former cyberhome, The Portal will be electing a special Captain (called the President Admiral) to represent all Citizens at cyberfunctions and to be the voice of The People within the various Captain functions and debates. The President Admiral will be elected for a one-year term, and will have a Captain's status for life. The election process is currently slated to begin in mid January 2001 when nominations will be solicited. Anyone may nominate themself as long as they have a developed site at The Portal. Balloting will take place in approximately March or April with all Citizens being allowed one vote. As this is our very first election, many bylaws, rules and traditions are still to be formed. A special website (complete with Forum) will be developed for this Election 2001. Stay tuned for details.
